From the mintes of the EAOA Committee Meeting held on 21st January 2000

1. APOLOGIES: David Butler (FE Liaison/SUFFOC), Brian Daniel (HAVOC), Roger Stenson (Fixtures/NOR), Mark Collis (CUOC), Phil Watson (Coaching/WAOC).
2. MATTERS ARISING FROM 12 NOVEMBER MEETING
- Mick Presland met with officers of English Nature over land access problems. Contact was also made with Beds CC and Greensands Trust re new areas for O for SMOC.
- Mick Presland to contact Brian Parker (BOF) re further research on the effects of orienteering in sensitive areas, similar to the Brandon study.
- Andrew Cordle reported that a Lottery application for £4875 had been submitted for electronic punching: £1999 contribution from EA funds.
- SOS, NOR, SMOC, SUFFOC and WAOC plan to hold Short O races. AC to liaise with clubs to establish rules and a common event format.
3. COUNCIL & BOF COMMITTEE REPORTS
BOF Council meeting tomorrow 22 Jan. Tim Eden to attend. Main items to be discussed:
- BOF restructuring proposals.
- Appointment of Marketing Manager.
- FC & MOD access arrangements.
- AGM items.
- Event levies. (see Points East item on BOF EVENT LEVY).
BOF Technical Committee report on the 20 November meeting by Andrew Cordle
- New ranking scheme is now underway.
- Combined teams for major relay events can be made up from a region's adjoining clubs.
- WMOA now have a controller-monitoring scheme. AC may apply it to the EA list.
- A BOF Conference to be held to discuss colour copy and laser printed maps: WAOC & Fred Northrop should be involved.
- Andrew Kelly has proposed an integrated junior standard scheme. (see separate item)
BOF Fixtures Committee - Roger Stenson
- Fixtures list distributed to clubs and EA officers. Full details in Points East & on the Web.
- EA AGM is now to be held on the rearranged date of 4 June 2000.
- EMOA is unable to put on the Harvester event in 2001. EAOA also unable to take it on.
- EAOA will put on the CompassSport final in 2002. Clubs to suggest suitable areas.
- NOR are still discussing with the Fixtures Committee a date in 2002 for a National Event
- Date for BOC 2003, to be organised by EA, given as the 10/11 May.
Finance report - Chris Morley
- CM reported that the bank accounts now stand at £7000, excluding 1999 PE costs.
- Revised capitation fee of £2.70 per unit for this year. CM will invoice clubs.
- David West & Suzannah & Nicola Robertson (all SOS) are to represent Britain in the World Schools O Champs in Israel in April 2000. EA committee allocated £50 each.
Coaching
- Phil Watson wishes to step down as EA's Coaching Committee rep.. Sec to write to Phil thanking him for all his hard work for EA juniors, now beginning to bear positive results.
- Proposed Dick Towler(NOR), seconded John Ward(WASH) and agreed by the Committee that Heather Sears(NOR) should take over from Phil as the EA Coaching representative.
Junior Squad report - Colin West
- Recent squad training at Lakeside and local EA areas. Graham Watson(WAOC,ex EAJS) and Heather Sears(NOR) had helped and the juniors had appreicated their input.
- Elite squad coaching now underway for about a dozen high quality squad members in preparation for the selection races for this year's BOF training tours.
7. EAST ANGLIAN EVENTS
- EAGAL Events are now identified on the published EA fixture planner.
- Junior Inter Regional Championships 2000, in addition to previous officials, Brandon map update by Neil Humphries(WAOC), relay event controller is John Collyer(SOS).
- Both maps will be at 1:10000 scale.
- Accommodation is still a problem. Stanford Heath army accomodation is not available.
- EA Schools Championships. WAOC is unable to organise this. because of JIRC commitments. Tim Eden agreed to take on the organisation.
- British Championships 2003 - Peter Leverington will look at the Stanford Heath areas to see if they are suitable for British Champs. We must have written binding commitments from MOD that land will be available in May 2003 and that we will have good access to map and plan. An Event Co-ordinator must be appointed; alternative suitable EA areas must be considered and EA will need a professional mapper for 2001/2. Clubs to discuss.
8. THETFORD LIAISON - written communication from David Butler
- Once David Butler agrees a date, the event organiser should contact Sally Wood at Forest Enterprise, Santon Downham, Brandon IP27 0TJ. (Tel. 01842 8102710), to request a standard BOF/FC event application form which should be returned quickly with the fee, to ensure the booking is officially confirmed to the club.
- Clubs have had problems with forest felling operations, often at short notice and close to events. DB to ask FC if more information about felling can be given at booking time.
9. COURSES & CONTROLLERS
- A successful First Aid Course was held at Hilltop, Sheringham in January. Dick Towler to contact BOF about suitable dates for another first aid course there later in the year.
- Following a WAOC request, Andrew Cordle agreed to set up an Event Planners course at High Lodge in April (subsequently confirmed as Saturday April 15, 10:00 to 17:00).
- WAOC also asked for Mapping Course covering both field surveys and OCAD cartography. To be arranged by Peter Leverington some time in Nov/Dec.
- Agreed that Clive Tant (SOS) be appointed a Grade 3 Controller.
10. REVISION OF THE EA CONSTITUTION
Rachel Thomas distributed a first draft of revision proposals. Clubs and EA officers to consider these and to report back.
11. POINTS EAST report by Ursula Oxburgh
- UO expressed unhappiness with current distribution arrangements, but, as agreed, Feb PE will be bulk mailed to clubs for distribution. EAOA will meet clubs' reasonable out of pocket expenses for this distribution Clubs should invoice the EA Treasurer.
- There is an urgent need for a dual distribution, using e-mail reminders when the new PE is on the EAOA Web site, plus a mail distribution for those without internet access.
- There is now a need for both an editor and a distribution manager. Clubs to consider the implications at their committee meetings and to report to the next EA meeting.
- Clubs to now let Peter Leverington have a disc with database details of all current club membership addresses. Needed for future PE distribution and also for AGM voting.
12. ANY OTHER BUSINESS
Clubs need to begin to consider suitable replacements for the officer posts of EAOA Vice Chairman, Treasurer and Secretary that will become vacant by the AGM meeting in June. EAOA Sec will be away for part of May/June and unable to attend the AGM: a replacement is needed to handle some of the paper/administration work for the AGM.
